Hindistan ve Pakistan arasında bir bölge olan Keşmir 1947’den bu yana iki devlet arasında önemli bir sorun olarak varlığını korumuştur. Keşmir sorununun sadece iki devleti ilgilendiren bir sorun olmadığı, BM’nin sorunun çözümüne yönelik çabaları sırasında SSCB, ABD ve Çin’in de soruna müdahil olmasıyla kanıtlanmıştır. Hindistan-Pakistan çatışmasına neden olmuş olan bu soruna BM müdahil olup kimi zaman kısa süreli sakinlik sağladıysa da kalıcı bir çözüm bulamamıştır. İki devlet de bu bölge üzerindeki anlaşmazlıklarında taviz vermemiştir. BM’nin bu sorunu çözme konusundaki başarısızlığının somut nedenleri olmakla birlikte bu nedenler teorik temellerle incelenebilecek bir alan dahilindedir. Bu çalışmada Keşmir sorununun tarihsel süreci göz önünde bulundurularak BM’nin soruna çözüm arayışlarının sonucu üzerinden, liberalist ve realist bakış açılarının karşılaştırmalı analizi yapılmıştır. Sonuç olarak, bu incelemeler kapsamında Keşmir sorununu uluslararası sistemi çatışmacı temellere dayandıran realizmin, uluslararası sistemde karşılıklı bağımlılık gibi olguların çatışmanın şiddetlenmesini engelleyeceği görüşüne sahip olan ve devlet haricindeki aktörlerin etkili olacağını savunan liberalizme göre daha açıklayıcı olduğu ortaya çıkmıştır.
Kashmir, as being a region between India and Pakistan, has protected its existence as an important issue from 1947 up to now between the two countries. It has been proven that Kashmir issue is not a problem between just two states, with intervention of the USSR, the USA and China in the issue as well, during the UN’s attempts to solve the issue. Although the UN interfered in that problem which has caused India-Pakistan conflict, it ensured tranquility for short term but it hasn’t been able to find a permanet solution. Both states haven’t made concessions to their disputes over that region. As well as there are concrete reasons of the UN’s failure at solving that problem, these reasons are inside of a field which can be examined with theoretical bases. Along with that study, comparative analysis of liberalist and realist aspects has been carried out through the result of the UN’s solution seekings for Kashmir issue, by taking the historical process of the issue into consideration . Consequently, within the scope of these examinations it has been found out that realism which bases international system on conflict bases is more explanatory than liberalism, which has the view that the facts as interdependence in international system prevent exacerbation of conflict and upholds that actors other than state are effective.
