Welfare states, institutionalized as a reflection of the industrial performance model of industrial societies, are regarded as the advanced social level of modern states. The harmonious level that industrial production structure has achieved through economic development in full employment models has enabled welfare states to combat many social risks through employment success. Contrary to the classical liberal theses based on the claims that poverty and unemployment stem from the laziness of the individual, the welfare state, which provides the opportunity to reach income and prosperity through employment, has been the source of the establishment of a broad set of policies in the fight against poverty with its social security and social protection mechanisms. With the rise of neo-liberal economic policies, the welfare state underwent an important crisis and the loss of power in its social policies led to new proposals in the fight against poverty and new social risks. This article focuses on the analysis of the change in policies to combat poverty during the period when the welfare state loses power. |

Sanayi toplumlarının endüstri performans modelinin bir yansıması olarak kurumsallaşan refah devletleri, modern devletlerin ileri sosyal düzeyi olarak kabul edilir. Sanayi üretim yapısının tam istihdam modelleri içinde ekonomik gelişme ile yakaladıkları uyumlu düzey, refah devletlerinin birçok sosyal riskle, istihdam başarıları yoluyla mücadele edebilmesine imkan sağlamıştır. Yoksulluk ve işsizliğin bireyin tembelliğinden kaynaklandığı iddialarına dayanan klasik liberal tezlerin aksine istihdam üzerinden gelire ve refaha ulaşma fırsatı veren refah devleti kurduğu sosyal güvenlik ve sosyal koruma mekanizmaları ile yoksullukla mücadelede geniş bir politika setinin oluşturulmasına kaynaklık etmiştir. Neo liberal ekonomi politikalarının yükselişi ile önemli bir kriz sürecine giren refah devletinin, sosyal politikalarında güç kayıpları yoksullukla ve yeni sosyal risklerle mücadelede yeni önerilerin gündeme taşınmasına neden olmuştur. Bu makale, refah devletinin güç kaybettiği süreçte yoksullukla mücadele politikalarındaki değişimin incelenmesini konu edinmektedir. |
