Şehirleriniaşesini sağlamak, yönetim şekilleri ne olursa olsun devletlerin temelkaygılarından olmuştur. Devlet yöneticileri, meşruiyetlerini sağlamanın yoluolarak halkın temel gereksinimlerinden olan besin ihtiyacını karşılamaya ve bukonuda gerekli düzenlemeleri yapmaya hassasiyet göstermişlerdir. Alman kimyagerJustus von Liebig’in eti “yüksek protein kaynağı” olarak tanımlamasınınardından et, iaşenin en temel unsurlarından birine dönüşmüştür. Et, çalışmakoşullarının gerektirdiği fiziki dayanıklılık ve gücü sağlaması bakımındanözellikle işçi sınıfının diyetlerinin en başında gelmeye başlamıştır. Nüfusunbüyük çoğunluğunu oluşturan bu sınıfın ihtiyaç duyduğu söz konusu kaynağınsağlıklı, ucuz ve bol miktarda temini ise, devletler için ciddi bir yükümlülüğedönüşmüştür. Halkın et ihtiyacını önceleri şehir merkezinde bulunan, kesimişlemini dükkânının avlusundaki alanlarda gerçekleştiren özel kasaplarkarşılamıştır. Ne var ki şehirlerin büyüyüp kalabalıklaşmasıyla birlikte artanet talebi, her gün çok fazla sayıda çiftlik hayvanının şehirlerin merkezindekesilmesine yol açmıştır. Yarattığı rahatsız edici görüntünün yanı sırasağlıksız çevre koşullarına sebep olması, hayvan kesim faaliyetini acilmüdahale gerektiren bir soruna dönüştürmüştür. On sekizinci yüzyıldan itibarenbu sorun, hümanistlerin de girişimiyle bir reform kapsamında değerlendirilmeyebaşlanmıştır. Et iaşesinin halkın sağlığını tehdit etmeyen ve şehrin görselinezarar vermeyen koşullarda yapılmasını sağlamak için, devlet eliyle halk mezbahalarıaçılmıştır. Bu bağlamda bu çalışmada, et temini sorununa cevaben ortaya çıkanmezbaha reformu ele alınmıştır. Bu reform kapsamında Avrupa’nın en büyükmetropollerinden olan Viyana, Berlin, Londra ve Chicago şehirleri bol hayvanstoğu bulundurmaları ve yoğun bir kesim faaliyetini sürdürmeleri bakımındanincelenmiştir. Aynı dönemler içinde Osmanlı’daki dinamikler araştırılmış, buörnekler üzerinden yapılan kıyaslamalarla Osmanlıdaki mezbaha reformunun özgünyönleri ortaya konulmaya çalışılmıştır.
Providing food supplies has been oneof the main concerns of the states, regardless of their regime. Stateadministrators, as a way to ensure their legitimacy, were sensitive to meet thebasic needs of the people and to make the necessary arrangements in thisregard. After German chemist Justus von Liebig defined meat as a high proteinsource, the meat became one of the most basic nutritional resources the statehad to provide. As it provides physical endurance and power required by workingconditions, meat began to come first in the diets of the working class.Providing healty, cheap and abundant meat source, which is a need of the workinclass –the majority of the population- turned into a serious obligation forstates. Formerly, the meat required by the public was supplied by privatebutchers who performed the slaughtering in the areas of their shop’s courtyard.However, the increasing demand for meat due to the growth of the cities, led tothe large number of farm animals being cut at the center of the cities everyday. Thus, animal slaughtering turned into a problem requiring immediateintervention because it created an uncomfortable appearance and causedunhealthy environmental conditions. From the eighteenth century onwards, thisproblem began to be considered within the framework of a reform. The attemptsof humanists were also influential in this evaluation. To provide meat inconditions that did not threaten the health of the people and did not harm thevisual of the city, public slaughterhouses were opened. In this context, inthis study, the slaughterhouse reform that emerged in response to the problemof the supply of meat was discussed. Within the scope of this reform, thecities of Vienna, Berlin, London and Chicago, which are among the largestmetropolises in Europe, were examined. The reason for choosing these cities wasthat they had in abundant stock of farm animals and that slaughtering work wasquite dense in these cities. In the same periods, the dynamics of the OttomanEmpire were researched and the original aspects of the Ottoman slaughterhousereform were tried to be revealed through the comparisons made on theseexamples.
