Unemployment Turkey constitutes one of the most important socio-economic problems. It is one of the essential tasks of the social states to combat unemployment, which is a serious economic and social cost to the national economy. In recent years, the band is seen that 10% of the unemployment rate in Turkey. A number of policies are being put together in order to solve the problems that unemployment brings, to increase employment and to ensure full employment. These policies consist of active policies that include passive policies that include measures and practices to repair income and unemployment outcomes and problems, and training programs that enable unemployed people to adapt to dynamic job market conditions and find jobs by improving their skills and abilities. Examined employment and active employment policies in general, the scope of work and active employment policies implemented by ISKUR in Turkey has been analyzed. It has been observed that the active employment policies implemented as a result of the study are more effective and productive than the passive employment policies and employment policies have also shown that the localization practices are better than the conventional methods in reducing the effectiveness and unemployment. |

İşsizlik Türkiye’nin en önemli sosyo-ekonomik sorunlarından bir tanesini teşkil etmektedir. Kişiden ülke ekonomisine sosyal ve ekonomik ciddi maliyetleri olan işsizlikle mücadele sosyal devletlerin asli görevlerinden bir tanesidir. Son yıllarda Türkiye’deki işsizlik oranının %10 bandında seyrettiği görülmektedir. İşsizliğin meydana getirdiği sorunların çözülmesi, istihdamın artırılması ve tam istihdamın sağlanmasına yönelik bir dizi politika bir arada uygulanmaktadır. Bu politikalar, gelir desteği ile işsizliğin getirdiği sonuç ve sorunları onarmaya dair tedbir ve uygulamaları içeren pasif politikalar ile işsizlerin kabiliyet ve yeteneklerini geliştirerek dinamik iş piyasası koşullarına uyum sağlamalarına ve iş bulmalarına imkân sağlayan eğitim programlarını içeren aktif politikalardan oluşmaktadır. Çalışma kapsamında genel anlamda istihdam ve aktif istihdam politikaları incelenmiş ve Türkiye’de İŞKUR tarafından uygulanan aktif istihdam politikaları analiz edilmiştir. Yapılan çalışma sonucunda uygulanan aktif istihdam politikalarının, pasif istihdam politikalarına göre daha etkili ve verimli uygulamalar olduğu görülmüş, istihdam politikaların da yerelleşme uygulamalarının etkinliği ve işsizliği azaltmada klasik yöntemlere göre daha iyi sonuç verdiği gözlemlenmiştir. |
