ÖzYeni Sağ, klasik liberalizmin iktisadî yönü ile muhafazakarsiyasetin bir araya gelmesi sonucu oluşmuş eklektik hükümet programlarınaverilen addır. 20. yüzyılın son çeyreğinde ortaya çıkan Yeni Sağ’ın, Huntington’unüçüncü demokrasi dalgası şeklinde isimlendirdiği siyasi olguya paralel birgidişat izlemesi dikkat çekicidir. Bu makalede yaygın bir şekilde Yeni Sağ’ınTürkiye temsilcisi olarak görülen Turgut Özal’ın iktisadî ve siyasî politikalarıile demokratikleşme arasındaki ilişki incelenmektedir. Makalenin bulgularınagöre Özal, ekonomide liberalizasyon, bireysel hak ve hürriyetleringüçlendirilmesi ve genişletilmesi, sosyopolitik yaşamda sivilleşme vedemilitarizasyon, kamu bürokrasisinde daralma ve devlet teşkilatlanmasındayerelleşme olmak üzere Türkiye’nin demokratikleşmesine çeşitli katkılardabulunmuştur. Makale, bu yönden, liberalizasyon politikaları nedeniyle Yeni Sağile demokratikleşme arasında paralel bir ilişki bulunduğuna dair genel birçıkarım ile son bulmaktadır.AbstractThe New Right is the name attributed to an eclectical governmentalprogram which formed with the fusion of classical liberal economy and politicalconservatism. Appeared in the late 20th century, the New Right seems to berelated with a paralel political phenomenon that came to be dubbed byHuntington as “the third wave of democracy.” This article examines the relationshipbetween democratization in 1980s and the politico-economic policies of TurgutÖzal who has commonly been deemed the Turkish represantative of the New Right. Thefindings of this study suggest that Özal contributed to democratization inTurkey by liberalizing Turkish economy, widening the frame of individual rightsand freedoms and strengthening them, demilitarizing the sociopolitical life,shrinking public bureaucracy and localizing the state organization. From thisrespect, this article concludes that there is a positive relation between the NewRight and democratization because of the liberalization policies of the NewRight.
