Kamu Denetçiliği Kurumu 2012 yılında 6328 sayılı Kanun ilekurulmuştur. Kurum idare ile vatandaş arasında meydana gelen olumsuzluklarıdüzeltmek amacıyla denetimlerde bulunmaktadır. Yargı dışı bir denetim organıolan Kamu Denetçiliği Kurumu idare karşısında vatandaşı koruyacak, aynı zamandakamu yönetimi sistemimizin temel sorunlarının çözülebilmesi konusundaönerilerde bulunarak daha iyi bir yönetim anlayışının getirilmesine katkısağlayacaktır. Çalışmanın amacı, Kamu Denetçiliği Kurumu’nun Türk kamu yönetimisistemine sağlayacağı katkıların ve Kurumun işlevselliğinin araştırılmasıdır.Bu kapsamda Kurumun tarihsel gelişim süreci, Türkiye’de kurulma çalışmaları,Kurum hakkında yapılan tartışmalar, Türk kamu yönetimi sisteminekazandırabilecekleri ve Kurum’un işlevselliğinin arttırılması konusundayapılabilecekler literatür taraması yöntemi kullanılarak analiz edilmiştir. Buanaliz sonucunda Kamu Denetçiliği Kurumu’nun Türk kamu yönetimi sistemiiçerisindeki konumu tespit edilmeye ve geliştirilebilir yönleri vurgulanmayaçalışılmıştır. |

The Institution of Public Supervisory with 6328 number oflaw was enacted in 2012. The main aim of The Institution of Public Supervisoryis to supervise the government on behalf of the citizens in order to improvethe relationships between government and citizens. The Institution of PublicSupervisory, as a supervisory institution, is out of the system of the lawcourts which will protect the citizens towards the maladministration of the government.It is going to, also, contribute to better governance by proposing how will besolved the main problems of the Turkish public administration system. The aimof this study is to investigate the contributions of The Institution of PublicSupervisory to the Turkish public administration system and the functionalityof it. In this context, the institution has been analyzed by using literaturesurvey about the historical development process of the institution, exercisingto establish in Turkey, debates about the institution, the advantages of theinstitution, which will be able to save to Turkey about administration, andwhat will be done about how to increase the successes. As the result of thisanalyze, it has been emphasized that improvable aspects and to confirm theposition of The Institution of Public Supervisory in the Turkish publicadministration system  |
