Nowadays most of the developing countries use a traditional paper documents management system (DMS), but also the electronic form of the documentation has increased including e-mails, web pages, and database packages, which have been stored in workstations and servers. For integrated data gathering in an institution or organization, electronic document management system (EDMS) often becomes one of the most required tools for management. However, this requirement should be implemented carefully depending on the institution or organization need. Therefore, organization should have an EDMS for creating, keeping and organizing data in the organization and handle all synchronization process. In this research, system requirements for an organization is analyzed, software design and identifying available resources is determined and successfully implemented. Distinguishing this EDMS from other management system is that this EDMS uses digital signature for securing document transportation. The aim of this paper was to develop a PC based application that should work as an electronic document management system and provide features such as search, reliability, increased document security using digital signature and cost and time savings. |

Günümüzdegelişmekte olan ülkelerin birçoğunda geleneksel kağıt belge yönetimiyapılmaktadır. Ancak e-posta, web sayfaları ve veritabanları gibibilgisayarlarda ve sunucularda depolanan elektronik dökümantasyon biçimleri deyaygınlaşmaktadır. Bir eğitim kurumunda ya da işletmelerde elektronik belge yönetimsistemleri, yönetim için en gerekli araçlardan birisi haline gelmektedir. Ancakbu gereksinim eğitim kurumunun ya da işletmenin ihtiyaçları gözönüne alınarakdikkatli bir biçimde yerine getirilmelidir. Kurumlar, kurum içerisindekiverilerin oluşturmak,, depolamak ve organize etmek ve tüm senkronizasyonsüreçleri için bir Elektronik Belge Yönetim Sistemine (EBYS) sahip olmalıdır. Bu çalışmadabir kurum için system gereksinimleri analizleri, yazılım tasarımı ve mevcutkaynakların tanımlanması yapıldı ve bu bilgiler dorultusunda system başarılıbir şekilde gerçeklendi. Diğer sistemlerden farklı olarak EBYS üzerinde belgeyönetimi elektronik imza uygulaması ile gerçekleşmektedir. Bu çalışmada PCtabanlı olan, arama, güvenilirlik, belge güvenliği gibi özelliklere sahip vekağıt tabanlı sistemlere göre zaman ve maliyet avantajı olan bir EBYS sistemigerçeklenmiştir. |
