| dc.description | There are main reasons of EU’s concern with Operation Olive Branch based upon “itself”, “relationships” and “Turkey”. EU is opposed to the operation but it “acutely” has not (or could not) come out this opposition. It is seen that reaction to the operation discussed consistently in sessions of the Council of Foreign Affairs has mostly kept in the statements of High Representative conducting European Union’s foreign policy.In return for this, European Parliament (EP) has given main and harsh reaction on behalf of EU. EP’s overreaction is clear in two decisions made in February and March. In the decisions made by common proposal of 7 political cluster, emphasises on mainly the “Kurdish” word and “focus on the terrorist organizations situated in UN’s list of the operation” as well as requests regarding “protecting public” and “stopping the operation” are remarkable. Therefore, it can be stated that EP’s reaction is essentially on the first two issues. | |
| dc.description | AB’nin Zeytin Dalı Harekâtı’na ilgisinin “kendinden”, “ilişkilerden” ve “Türkiye’den” kaynaklı sebepleri vardır. AB, Harekât’a karşıdır, ancak bu karşıtlığını “güçlü” şekilde ortaya koy(a)mamıştır. Dışişleri Konseyi toplantılarında sıkça tartışılan Harekât’a tepki daha çok, Birliğin dış siyasetini yürüten Yüksek Temsilci’nin demeçlerinde kalmış gözükmektedir. Buna karşılık, AB adına asıl ve sert tepkiyi AP vermiştir. AP’nin tepkisinin yüksekliği, Şubatta ve Martta almış olduğu iki kararda belirgindir. AP’deki 7 siyasî kümenin ortak önerisiyle alınan bu kararlarda, “halkın korunmasına” ve “Harekât’ın durdurulmasına” dair taleplerin yanında, esasen “Kürt” sözcüğüne ve “Harekât’ın BM listesindeki terör örgütlerine odaklanmasına” yönelik özel vurgular dikkat çekicidir. Bu nedenledir ki AP’nin tepkisinin odağını, gerçekte son iki hususun oluşturduğu belirtilebilir. | |
